International students and temporary foreign workers play an important role in the Canadian economy, which is why the government intends to expand avenues to permanent residency in Canada. These workers help firms meet immediate demands, bring a diverse set of talents and education, and contribute to business growth, creativity, and productivity.

    Five-pillar Strategy:

    In order to achieve these goals, the government will implement this policy through a five-pillar method. This includes employing proper immigration measures to strike a balance between serving the short-term demands of Canadian companies and long-term economic goals, while also protecting vulnerable employees and generating opportunities for domestic workers.

    1. The first pillar of the strategy is to exploit the increased immigration level goals stated in the 2022-2024 Immigration Levels Plan to increase Canada’s permanent labor supply. The proposal expands opportunities for temporary workers to become permanent residents, reducing labor market shortages and encouraging economic recovery following the pandemic.
    2. The second pillar of the strategy intends to revamp the Canada Express Entry programs, including increasing flexibility in immigration selection tools under Express Entry through recent revisions to the Immigration and Refugee Protection Act. These modifications enable the Minister to respond to labor market requirements and regional economic interests, as well as enhance Francophone immigration by selecting more individuals with certain criteria, such as Canadian experience. The Department will also assess the Express Entry Comprehensive Ranking System criteria, particularly the points provided for Canadian work experience, education, language competency, and a job offer. The Minister will be better able to satisfy the labor market demands of industries and employers across Canada by cooperating with important partners. These changes lay the groundwork for the future edition of Express Entry, which will offer more options for employees of all skill levels to transfer to permanent residence.
    1. The third pillar of the strategy intends to improve permanent economic immigration programs to help important employees in high-demand jobs migrate from temporary to permanent residence. This includes the following:
    • Utilizing the most recent version of the National Occupational Classification (NOC) 2021, which broadens eligibility for certain in-demand occupations within various permanent economic immigration pathways.
    • Enhancing newcomers’ access to information to ensure they meet the required qualifications and connect them to federal and provincial or territorial programs.
    • Research new ways to facilitate the transition of essential workers who are in high demand, such as removing obstacles for physicians.
    • Introducing upgrades to pilot programs to support transitions to permanent residence for those working in in-home caregiving occupations and the agri-food sector.
    1. The Fourth Pillar is concerned with supporting communities in welcoming and retaining newcomers, particularly those coming from Francophone countries. The government will assist Francophone minority communities outside of Quebec by putting in place measures to meet the 4.4% French-speaking immigration objective by 2023. A new Municipal Nominee Programs is also being developed to help municipalities attract and retain newcomers to meet their local labor demands. The government is continuing to collaborate with provinces and territories, as well as employers, to develop new pathways to permanent residence, including through the Canada Provincial Nominee Programs Immigration, which allows provinces and territories to adapt and change their immigration streams to meet their specific labor market needs.
    1. The Fifth Pillar finally, through this, the government is increasing processing capacity, improving the client experience, and technologically upgrading the immigration system. These initiatives are aimed at speeding up the process of welcoming newcomers to Canada as permanent citizens. These five strategy pillars will augment the present tools used by provinces and territories to independently select candidates to fulfil their particular regional needs at all skill levels.
