Germany’s Immigration Reform
Germany recently passed immigration reform legislation that would make it simpler for talented employees from non-EU nations to move and work in the country. The government’s decision to enact the measure this week is a big step towards alleviating Germany’s present labor difficulties. The reform is designed to modernize Germany’s immigration policy and attract foreign workers.
Managing workforce shortages in Germany
Germany has been dealing with a skilled worker shortage, which reached a tipping point in 2022 when the Institute for Employment Research (IAB) identified 1.74 million empty posts in Germany. This shortfall has had a significant impact on firms, with over half of those polled in a study done by the Munich-based research institute IFO reporting staff shortages that hampered operations. As a result, the German government recognized the critical importance of filling this gap with competent professionals from outside the EU.
Reforms to the Skilled Migration Act
The German government established a comprehensive plan known as the talented Immigration Act to solve labor shortages and attract talented foreign immigrants. The draught legislation was introduced at the end of March this year, with the goal of making it simpler for third-country nationals to work in Germany, particularly those with vocational, non-academic training. The reform is predicted to boost the number of non-EU workers in the country by 60,000 each year.
Germany’s opportunity card
One of the most important aspects of the proposed reforms is the introduction of the “opportunity card.” This novel approach intends to develop a point-based system that takes into account qualifications, professional experience, age, German language abilities, and ties to Germany.
The opportunity card would allow job searchers to travel to Germany and look for work even if they do not have a job offer. Applicants must meet certain requirements, such as:
- Having a degree or vocational training
- Professional experience of 3 years
- Language skills or prior experience in Germany are required
- 35 years old or less
Germany intends to relax the criteria for qualified professionals with university degrees and recognized professional certificates from their home countries under the Skilled Immigration Act.
The measures are intended to make it easier for job searchers who have a job offer to migrate to Germany. Salary limits will be reduced, allowing for easier family reunification and a faster path to permanent residency for talented professionals.
